The Volta River Basin (VRB) is an important transboundary basin in West Africa that covers approximately 410,000 square kilometres across six countries: Benin, Burkina Faso, Côte d’Ivoire, Ghana, Mali and Togo. Its natural resources sustain the livelihoods of its population and contribute to economic development. This book provides a comprehensive, interdisciplinary review and assessment of the issues and challenges faced. The authors provide a science-based assessment of current and future scenarios of water availability, the demands of key sectors, including agriculture and hydropower, and the environment under changing demographic, economic, social and climatic conditions. They also identify solutions and strategies that will allow available water resources to be sustainably used to improve agricultural productivity, food security and economic growth in the VRB. Overall, the work examines from a multidisciplinary and multi-stakeholder perspective the solutions and strategies to improve the use of water and other natural resources in the VRB to achieve enhanced food security, livelihoods and economic growth.

The Volta River is one of the major rivers in Africa. In this study, a dynamic regional climate model (CCLM), a hydrological model (SWAT) and a water resource model (WEAP) were used to provide an assessment of one downscaled ‘middle impact’ climate change scenario on the performance of existing and planned irrigation and hydropower schemes. The results indicate that, by the middle of the twenty-first century, altered climate is likely to undermine the technical performance of existing and planned reservoirs, which will, in turn, affect development outcomes. Future water resources development in the basin requires interventions that bolster resilience and water security. Much more systematic planning of water storage, greater cooperation between the riparian states and consideration of innovative approaches to water storage are needed.

Freshwater is needed in every aspect of life and is probably the most fundamental resource in sustaining life. It has been and will remain a key determinant of population growth and distribution, social and political organization and the quality of life. The aim of this study is to evaluate the costs and benefits as well as the tradeoffs and complementarities across water using sectors in the Volta River basin, notably Burkina Faso and Ghana. The model used was coded in the modeling language of the General Algebraic Modeling System. The author points out that profits per unit of water and hectare vary by crop and that liberalizing crop patterns could increase farmer profits from crop production. The study shows that increasing irrigated areas through inefficient water use systems in the basin will effectively render un-operational, the small hydropower projects in Burkina Faso and reduce the amount of power that the Akosombo reservoir can generate per month.

Fresh water is one of man's most vital needs. The distribution of water within river basins has a direct bearing on the organization of water resources development to meet this ever-expanding need. River basins, despite their very great diversity in other respects, have one physical characteristic in common: each is a more or less self-contained unit within whose bounds all the surface and part or all of the ground waters form an interconnected, interdependent system. This inter dependence has such far-reaching implications - for pollution and flood control, apportionment of supply, relations between upstream and downstream riparians, to mention only a few examples - that the river basin has become almost universally accepted (within the past 20 or 30 years at least) as the unit of optimal water resources de velopment. Professor Teclaff's work (which was originally submitted to the New York University School of Law as a doctoral dissertation) is the first fully developed response to the important resolution passed by the International Law Association at its New York meeting in I958 recognizing the legal nature of the international river basin. His study quite properly, therefore, poses the question whether the adoption of the river basin unit is a temporary phenomenon, reflecting the current stage of technology and of administrative, economic, and legal thought on water resources development, or whether the de terminative influence of the river basin's physical unity which has always operated in the past will continue to operate in the future.
