The New Substances Notification (NSN) Regulations for Chemicals & Polymers have been in place under the Canadian Environmental Protection Act since 1994. To fulfill a commitment to review these regulations following three years of implementation, a multi-stakeholder consultative process was established in 1999 comprising representatives from industry, public advocacy groups, and the federal government. This report details the background, context, deliberations, & final recommendations of the NSN consultations. It includes an introduction to the NSN Regulations and the New Substances Program and the guiding principles used in the multi-stakeholder discussions. Issues, deliberations, and recommendations are presented under five themes: improving the environmental & health assessments for new substances; the regulatory framework; the transparency of the NSN regulatory process; improving responsiveness of the Regulations & Program in the global context; and service delivery.
