Developments in information and communication technology and networked computing over the past two decades have given rise to the notion of electronic government, most commonly used to refer to the delivery of public services over the Internet. This volume argues for a shift from the narrow focus of "electronic government" on technology and transactions to the broader perspective of information government—the information flows within the public sector, between the public sector and citizens, and among citizens—as a way to understand the changing nature of governing and governance in an information society. Contributors discuss the interplay between recent technological developments and evolving information flows, and the implications of different information flows for efficiency, political mobilization, and democratic accountability. The chapters are accompanied by short case studies from around the world, which cover such topics as electronic government efforts in Singapore and Switzerland, the U.S. Environmental Protection Agency’s effort to solicit input on planned regulations over the Internet, and online activism "cyberprotesting" globalization. Contributors: Robert D. Behn, Maria Christina Binz-Scharf, Herbert Burkert, Lorenzo Cantoni, Cary Coglianese, Martin J. Eppler, Jane E. Fountain, Monique Girard, Ake Gronlund, Matthew Hindman, Edwin Lau, David Lazer, Viktor Mayer-Schonberger, Ines Mergel, Gopal Raman, David Stark, Sandor Vegh, and Darrell M. West

Markets have long been acknowledged to be a superior mechanism for managing resources but until the advent of big data, they largely functioned better in theory than in practice. Now, as ideal markets are within reach because of vastly greater access to information, we are on the verge of a major disruption. As data becomes a more valuable asset than cash, the rules for surviving and thriving are changing. Reinventing Capitalism is a provocative look at how data is reinventing markets and, in so doing, is ushering in an era where the firm is no longer predominant. With richer and more comprehensive information about human wants and needs, an economy powered by data offers the possibility of increased abundance, equality, and resilience. The data-driven markets that will thrive in this environment are far better than firms at organizing human endeavors, meaning that finance driven capitalism is being displaced by its more efficient, more sustainable, and more democratic disruptor: data capitalism.

=========== Yves Poullet has not merely served but excelled in all functions of the University world. Whether as professor, researcher, director of a research centre or as dean and rector, he has left a lasting impression in the minds of generations of students, researchers, colleagues and peers. He is a preeminent expert on the law of Internet and Information and Communications Technologies who, already in 1979, pioneered one of the first European research centres in the field. This volume is a tribute to Yves Poullet from colleagues, friends, former PhD researchers, offering their reflections on the reciprocal influence of law and technology. These contributions highlight both the range of expertise and the extent of the European and international networks he has nourished. They address the three main research axes Yves Poullet has developed through the years: law, norms and freedoms. The authors of this volume pay homage to a mentor, a friend, but above all to an exceptional researcher who has sown countless seeds in the field, enabling a luxurious landscape to grow and become a source of inspiration for many scholars. This is the heritage of a genuine thinker, a real academic.

A pragmatic approach to Big Data by taking the reader on a journey between Big Data (what it is) and the Smart Data (what it is for). Today’s decision making can be reached via information (related to the data), knowledge (related to people and processes), and timing (the capacity to decide, act and react at the right time). The huge increase in volume of data traffic, and its format (unstructured data such as blogs, logs, and video) generated by the “digitalization” of our world modifies radically our relationship to the space (in motion) and time, dimension and by capillarity, the enterprise vision of performance monitoring and optimization.

This book examines the role of the EU in ensuring privacy and data protection on the internet. It describes and demonstrates the importance of privacy and data protection for our democracies and how the enjoyment of these rights is challenged by, particularly, big data and mass surveillance. The book takes the perspective of the EU mandate under Article 16 TFEU. It analyses the contributions of the specific actors and roles within the EU framework: the judiciary, the EU legislator, the independent supervisory authorities, the cooperation mechanisms of these authorities, as well as the EU as actor in the external domain. Article 16 TFEU enables the Court of the Justice of the EU to play its role as constitutional court and to set high standards for fundamental rights protection. It obliges the European Parliament and the Council to lay down legislation that encompasses all processing of personal data. It confirms control by independent supervisory authorities as an essential element of data protection and it gives the EU a strong mandate to act in the global arena. The analysis shows that EU powers can be successfully used in a legitimate and effective manner and that this subject could be a success story for the EU, in times of widespread euroskepsis. It demonstrates that the Member States remain important players in ensuring privacy and data protection. In order to be a success story, the key stakeholders should be prepared to go the extra mile, so it is argued in the book. The book is based on academic research for which the author received a double doctorate at the University of Amsterdam and the Vrije Universiteit Brussels. It builds on a long inside experience within the European institutions, as well as within the community of data protection and data protection authorities. It is a must read in a time where the setting of EU privacy and data protection is changing dramatically, not only as a result of the rapidly evolving information society, but also because of important legal developments such as the entry into force of the General Data Protection Regulation. This book will appeal to all those who are in some way involved in making this regulation work. It will also appeal to people interested in the institutional framework of the European Union and in the role of the Union of promoting fundamental rights, also in the wider world.
